Dubai may have rocked the markets last week. Ironically, though, Mideast ETFs have been falling since mid-October… 10 weeks earlier. Coincidence?

With billions of dollars still on the sidelines, might investors look at the pullback in Mid-East ETFs as a buying opportunity? Has the volatility been priced in?
